Russia's human rights record remains uneven and has worsened in some areas in recent years. In particular, the Russian Government's policy in Chechnya has been a cause for international concern. The Russian economy underwent tremendous stress in the 1990s as it moved from a centrally planned economy to a free market system. Although the economy has begun to diversify, the government budget remains dependent on oil and gas revenues.
